GoHighLevel Starter vs Unlimited vs Agency Pro: Which Plan

Free 30-minute call with a free account audit. Every price is a custom quote in writing. No obligation.

By Updated 5 min read

GoHighLevel Starter vs Unlimited vs Agency Pro comes down to three things: how many sub-accounts you need, whether you will rebill phone and email to clients, and whether you will sell the software yourself. Starter is $97 a month for 3 sub-accounts, Unlimited is $297 a month with unlimited sub-accounts and rebilling without markup, and Agency Pro is $497 a month and adds SaaS mode, rebilling with markup and advanced API access. Annual billing is $970, $2,970 and $4,970. We read HighLevel's pricing page on October 18, 2026; plan details change, so confirm before you commit. If you run one business and never resell anything, Starter is almost always enough.

"Not listed" means the feature is not named for that plan on the pricing page. Every plan lists unlimited contacts and users, 24/7 support and all core features, and each plan can be tried free for 14 days (see what the GoHighLevel free trial includes). Phone, email, AI and other usage is billed on top of every plan; see GoHighLevel SMS and email costs.

Which GoHighLevel plan should you pick?

Pick Starter for one business with a few locations, and Unlimited when you have more than three locations or brands, or manage clients and pass on phone and email costs.

You arePickWhy
One business, one or a few locationsStarterThree sub-accounts cover a main business and a test account. You do not need to rebill anyone.
A business with more than three locations or brandsUnlimitedThe sub-account cap is the limit that hurts first.
An agency managing clients and passing on phone and email costsUnlimitedRebilling without markup is included at $297.
An agency that wants to earn margin on phone, email or AI usageAgency ProRebilling with markup is only on the $497 plan, per HighLevel.
Anyone launching a branded software productAgency ProSaaS mode and automated sub-account creation are Agency Pro features.
A hospital group or a large organisationEnterprise (custom)Adds a customer success manager, quarterly reviews and HIPAA compliance included, per HighLevel.

Our rule of thumb, which is ours and not HighLevel's: start on the cheapest plan that does not block a feature you need this quarter, and move up when a real limit appears. Moving plans later is easier than paying for features unused. If you are an agency deciding between modes, read GoHighLevel SaaS mode setup before paying for Agency Pro.

What does each GoHighLevel plan cost over a year?

Over a year, GoHighLevel costs $1,164 paid monthly or $970 paid annually on Starter, $3,564 or $2,970 on Unlimited, and $5,964 or $4,970 on Agency Pro.

Plan12 months monthlyAnnual priceDifference
Starter$1,164$970$194 less (two months)
Unlimited$3,564$2,970$594 less (two months)
Agency Pro$5,964$4,970$994 less (two months)

The difference is arithmetic on HighLevel's listed prices: each annual price equals ten monthly payments. See GoHighLevel annual vs monthly billing for when paying yearly is worth it, and note that HighLevel's terms treat fees as non-refundable.

What the plan price does not include

  • Usage. Texts, calls, email and AI are billed by use from a prepaid wallet. See the full GoHighLevel pricing guide and Voice AI pricing.
  • Add-ons. HighLevel lists, for example, AI Employee at $50 or $97 a month per sub-account, HIPAA compliance at $297 a month, a white label mobile app at $497 a month, and premium support at $500 a month.
  • Setup work. The platform is a tool. Our GoHighLevel setup cost guide covers what building it properly costs.

API access differs by plan (Unlimited lists basic and Agency Pro advanced access); the documented limits are in the GoHighLevel API guide. Estimate your total with the cost calculator.

Frequently asked questions about GoHighLevel plans

What is the difference between Starter, Unlimited and Agency Pro?

Starter ($97 a month) is limited to 3 sub-accounts, while Unlimited ($297) removes the cap and adds rebilling without markup and basic API access. Agency Pro ($497) adds SaaS mode, automated sub-account creation, rebilling with markup, user and agent reporting and advanced API access.

Is Starter enough for a single business?

Usually yes, contacts and users are unlimited on every plan, and three sub-accounts cover a live account plus testing. Move up when you need more sub-accounts or want to resell.

Do I need Agency Pro to white label GoHighLevel?

HighLevel's pricing page says the desktop web app can be white labelled. For a branded mobile app or SaaS mode the requirements differ; read our white label setup page and HighLevel's current plan notes.

Can I switch GoHighLevel plans later?

HighLevel states that it operates on a month-to-month basis, so you can change plans. Check what happens to features you enabled on the higher plan before you downgrade.

Is there a plan with HIPAA included?

HighLevel lists HIPAA compliance as a $297 a month add-on, and says Enterprise includes it. See GoHighLevel HIPAA add-on cost.

Which plan lets me rebill clients for texts and email?

The Unlimited and Agency Pro plans let you rebill clients for texts and email. HighLevel's help center (pricing and billing guide and rebilling article) says rebilling without markup is on the $297 and $497 plans and rebilling with markup only on the $497 plan.

Do the plan prices include texts, calls and AI?

No, those are usage-based and billed from your wallet. HighLevel's pricing page marks Conversation AI, Voice AI, email and SMS marketing and calling as usage-based.
